In recent years the Government of Moscow has been building an essentially new relationship with its investors. We have significantly reformed and simplified the way how businesses get access to the city. We have identified priorities for the development of our city and have found the means to realize its town-planning potential. We are now expanding spheres of attraction of private capital to Moscow’s economy and are also realizing projects of state-private partnership.

Nowadays the city is implementing one of the largest programs regarding transportation system development – construction of 160 km of underground railways, 240 km of railway lines, and 400 km of new roads. Of course, all this requires the involvement of state and private investors.

We also invite investors to participate in the construction of relevant infrastructure: parking lots and transport hubs, which amount to millions of square meters of real estate. 

The development of passenger transportation is a vast investment area. It includes projects concerning taxi, bus transportation, trams, rolling stocks for railways, underground, and service for passengers of public transport. The priority development of the transport system, in turn, enables intense, dynamic development of all investment projects in our region.

Another area for investment which is currently in active development is the arrangement of modern public space. New pedestrian zones and parks in Moscow are opened each year. These areas have become a natural attraction for residents. That means there are opportunities for investment in culture, food, any other businesses related to the service of citizens. In fact, after the reconstruction of an area takes place and pedestrian zones are created, property prices increase 25-40%. Investors can participate in the restoration of these listed buildings or adapt them for modern use ― it is a new trend, because previously such investments, unfortunately, were impossible. Today their volume has increased 30 times. Hundreds of monuments are being reconstructed not only using budget funds, but also the funds of private investors. The city implemented a special program of preferential rent for investors in the field of restoration of historical monuments. Hotels, cultural institutions, companies’ representatives as well as any other business can be opened in renovated buildings, which are usually situated in the city’s center.

In the social sphere the government of the city is interested in the quality improvement of education and medical services; and, therefore, we welcome the creation of new private kindergartens, schools, medical facilities, and even full-fledged private hospitals.

We evaluated various ways of attracting investors ― from simple privatization and rent of buildings to concession agreements in the field of health care development. The most favorable conditions are created for these investors.

A traditional sphere for investment is industrial production. Although we have programs, that support small and medium-sized business, we are ready to consider offers from major producers interested in giving direct access to the largest consumer market and requiring qualified personnel which is available in Moscow. I am referring to the urban allowances on the property tax, land lease, and other issues.

For example, the corporate group “Renault Nissan” recently decided on additional investments and increase its production of cars in Moscow by approximately 2 times. We accepted a number of special incentives to support this initiative.

Certainly, traditional branches such as the financial sector, office real estate, trade, and housing are still open for investment. Some people used to say that opportunities for investments in this sphere are reduced and minimized. However, I must tell you that this is not true, or rather, the other way round. The volume of investment in these areas is increasing every year.

We refused to continue building in the central part of the city due to the scarcity of available land there. At the same time we open new opportunities for the rearrangement of industrial zones and new territories of Moscow. Let me remind you that the territory of Moscow has increased 2.5 times already, and this, of course, creates new investment opportunities. Together we can implement the most interesting, impactful, and cost-effective projects in a wide variety of areas.
