The project involves construction and commissioning of new facilities for the production of raw materials for the manufacture of pharmaceutical forms and ready-made nutritional supplements (innovative parapharmaceuticals) from the antlers of the Siberian red deer and pharmaceutical raw materials. The main purpose of the project is to bring the use of antler raw materials in the Altai Republic to a new level, namely, to upgrade the production of raw materials for pharmaceutical companies that produce drugs for the treatment of the urogenital system. The full cycle biopreparation production complex will include three production sites: 1) raw material production; 2) raw material processing; 3) finished forms.

Description

About the project

The project involves construction and commissioning of new facilities for the production of raw materials for the manufacture of pharmaceutical forms and ready-made nutritional supplements (innovative parapharmaceuticals) from the antlers of the Siberian red deer and pharmaceutical raw materials. The main purpose of the project is to bring the use of antler raw materials in the Altai Republic to a new level, namely, to upgrade the production of raw materials for pharmaceutical companies that produce drugs for the treatment of the urogenital system.

1) raw material production;
2) raw material processing;
3) finished forms.

Description of project services or products

Products of the project:

1. Substances made from Siberian red deer antlers that can be used to extract peptides.

2. Nutritional supplements ready for use including:
Pantovital Plus capsules;
medicinal, cosmetic, and curative and preventive gels;
antler-honey suspension ‘Pantovital Plus Sweetvetch’ of the Revital series;
others.

Revital LLC makes the above supplements at the moment; project development envisages expansion of the supplement product line.

Government support

By the Decree of the Government of the Republic of Altai dated March 18, 2020 № 145-r, the investment project has received the status of regional importance. The initiator of the project and the Government of the Republic of Altai intend to sign an Investment Agreement on cooperation in implementation of the investment project ‘Development of the Biopharmaceutical Cluster of the Republic of Altai Based on the Bioproducts Factory of LLC ‘Revital’ in April 2020.

The regional status provides for the following types of state support for the investment project:
1) Tax exemptions and reduced tax rates:
- on the property tax of legal entities in accordance with the Law of the Republic of Altai ‘On the property tax of legal entities in the Republic of Altai’ at the level of 0% (full rate can vary, but is about 2.2%);
- corporate income tax regarding the part paid to the budget of the Republic of Altai in accordance with the Law of the Republic of Altai ‘On establishing a reduced rate of the corporate income tax payable to the budget of the Republic of Altai’ in the amount of 13.5% (full rate payable to the national budget is 17%).
2) Provision of a land plot without bidding procedures in accordance with the Law of the Republic of Altai dated May 11, 2016 № 37-RZ.
3) One-window principle support for the investment project provided by the specialized organization of GBU RA Centre for Tourism and Entrepreneurship Development.
