About the project

The project involves the construction of local gas distribution network and a Park store LPG in S. Aksha Akshinsky district in Zabaykalsky Krai, providing technical and technological ability to connect all the objects of organizations, institutions, markets, population for the purposes of heating, water heating, cooking. The total length of gas distribution networks is 55.314 km. The volume of the storage park is 400 m3. The estimated annual consumption of LPG is 4663.023 tons.

LPG will get to the consumers through gas distribution networks with a monthly payment for the consumed gas according to the readings of metering devices.

Project impact

The Ministry of Social, Economic, Infrastructure, Spatial Planning and Development of the Trans-Baikal Territory is working to include the project in the regional socio-economic development plan for 2022. Under this plan, the planned initiation in the Legislative Assembly of Zabaykalsky Krai amending the Law of Zabaykalsky Krai «On measures of social support of separate categories of citizens in Zabaykalsky Krai», providing a one-time lump-sum subsidy to low-income categories of citizens for the connection to the centralized distribution networks. This will maximize the number of people connected to the gas distribution network already at the initial stages of the project. The population accounts for 65.3 % of the estimated consumption of the project.

Government support

Ministry of Housing, Energy, Digitalization and Communications of the Trans-Baikal Territory. Regional program of gasification of housing and communal services, industrial and other organizations of the Trans-Baikal Territory for 2018-2022, approved by the decree of the Government of the Trans-Baikal Territory of 27.12.2017 No. 593. Within the framework of the program, it is planned to initialize subsidizing the budget of the municipal district by the budget of the Trans-Baikal Territory for the modernization of municipal boiler houses for the transition to gas fuel. This will provide 18.66 % of the estimated project sales volume.

Compliance with government programs and strategies

The location of the project b was included in the list of territories of advanced socio-economic development «Transbaikalia», approved by the decree of the Government of the Russian Federation No. 988 of 31.07.2019. This will reduce taxation under the project, including on «salary» taxes from 30.2 % (30.4 % for drivers) to 7.6 % for ten years, on property tax to 0 % for the first five years and to 1.1 % for the second five years, on income tax to 5 % for the first five years after the appearance of profit and to 15 % for the second five years.
