General Information

The Belgorod Region is one of the youngest in Russia, located in the south-west of the country and is part of the Central Federal District. It borders Ukraine to the south and west.

The economy of the Belgorod region is based on the availability of rich mineral resources and fertile chernozems, ( black soil) high scientific, technical and technological potential, qualified personnel, developed infrastructure, and free production sites for investment.

The region is among the top 10 best regions of Russia in terms of road quality and traffic safety. The most important railway and automobile highways of international importance, connecting Moscow with the southern regions of Russia, pass through the region.

The dominant economic activities of the region are:

agricultural production;
ferrous metallurgy;
construction materials industry;
food industry.

The strategy of socio-economic development of the Belgorod Region for the period up to 2025 was approved by the decree of the Government of the Belgorod Region of January 25, 2010 No. −27 pp, which received the highest expert assessment of the National Research University „„Higher School of Economics““ when conducting a comprehensive analysis of the strategies of the subjects ( constituent entities) of the Russian Federation.

The main factors of investment attractiveness of the Belgorod region include:

77% of the territory — chernozems;
temperate continental climate;
mineral deposits (bauxite, chalk, sand, clay, loam);
more than 40% of all-Russian iron ore reserves;
the lowest level of poverty (poverty rate) in the Central Federal District;
close proximity (location) to major sales markets in Russia (Central Federal District, Volga Federal District, Southern Federal District) and Europe;
cluster approach to economic development;
active development of the gas engine fuel market (NGV market);
more than 60 objects of innovative infrastructure (including the world-class scientific and educational center "Innovative solutions in the agro-industrial complex");
more than 300 packaged investment sites for the implementation of projects;
regional benefits for investors implementing large investment projects to create new production facilities.

Description of the regional economy

В структуре валового регионального продукта в 2022 г. основными видами экономической деятельности являлись: добыча полезных ископаемых – 21,5%; обрабатывающие производства – 16,9; сельское, лесное хозяйство, охота, рыболовство и рыбоводство – 15,7; торговля оптовая и розничная; ремонт автотранспортных средств и мотоциклов – 11,3%.

В объеме инвестиций в основной капитал 66,5% заняли собственные средства, 33,5% – привлеченные средства. Объем финансовых вложений, поступивших в экономику области, составил 1 727 683 млн ₽.

Индекс промышленного производства по сравнению с 2022 г. составил 104,7%, по видам экономической деятельности

«Добыча полезных ископаемых» – 98,9, «Обрабатывающие производства» – 107,2, «Обеспечение электрической энергией, газом и паром; кондиционирование воздуха» – 100,8, «Водоснабжение; водоотведение, организация сбора и утилизации отходов, деятельность по ликвидации загрязнений» – 101,1%. В объеме отгруженных товаров собственного производства, выполненных работ и услуг собственными силами по добыче полезных ископаемых область занимает 23 место в России (в федеральном округе – 2), по обрабатывающим производствам – 19 (5), по обеспечению электрической энергией, газом и паром; кондиционированию воздуха – 56 (12), по водоснабжению; водоотведению, организации сбора и утилизации отходов, деятельности по ликвидации загрязнений – 32 (7).

На долю области приходится более трети общероссийской добычи концентрата железорудного, окатышей железорудных (окисленных), заметную часть также составляет производство листов асбестоцементных (шифера), заметная часть сахара белого свекловичного или тростникового и химически чистой сахарозы в твердом состоянии без вкусоароматических или красящих добавок.

В сельском хозяйстве развиты мясомолочное животноводство, свиноводство, птицеводство, пчеловодство, растениеводство (выращивание зерновых культур, сахарной свеклы, подсолнечника, сои).

Оборот розничной торговли составил 455,8 млрд ₽., или 99,2% (в сопоставимых ценах) к 2022 г. По уровню оборота розничной торговли на душу населения область заняла 31 место в Российской Федерации. В структуре оборота розничной торговли удельный вес пищевых продуктов, включая напитки, и табачных изделий составил 43,4%, непродовольственных товаров – 56,6%.

Оборот общественного питания составил 16,6 млрд ₽., или 109,1% (в сопоставимых ценах) к 2022 г.

Сальдированный финансовый результат (прибыль минус убыток) деятельности организаций составил 343 530 млн ₽.
